And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.

Typical Mexican straightforwardness. Let's adopt these here, now.
4. "Non-residents will NOT have the right to vote no matter how long they're here".
Umm. Wait a sec. If they're not residents, then they're not 'here' - right? Maybe they meant to say, 'non-citizens'. Yeah, I'll vote for that change to our current practices (your state may vary).
I'm fine with those rules. Do it NOW.
